On three pages, each bordered with gilt scroll frames decorated with brightly coloured flowers, the title page surmounted with portrait miniature of the Empress and Imperial Russian Eagle; the second page bearing two attributes of the monarchy and the third page landscapes including the Peter and Paul Fortress within cartouches, the text is partially written in golden letters, the forth page with later inscription, evidence of damp to the lower corners, bound in red velvet cover, the fine silver-gilt seal with cast Imperial Eagle centred with Saint George slaying the dragon, the tassels adorned with bows
