Shaped as a miniature silver "Foros" lifesaver tied with gold rope to a pair of crossed enamelled flags
The "Foros," Tsar Nicholas II's private yacht, was docked at Sevastopol in the Crimea. He would sail on the yacht while on holiday at the beautiful seaside palace Livadia. Badges such as this must have been given as souvenirs to important guests visitine him.
